BUREAUCRATIC SOCIALIZATION IN TURKISH PUBLIC BUREAUCRACY: A NORMATIVE ANALYSIS

Abstract

This paper examines the regulations governing bureaucratic socialization within the framework of Turkish public bureaucracy. I utilize qualitative research, integrating a pertinent literature review and document analysis of Turkish administrative and legal regulations. The research findings demonstrate that the notion of bureaucratic socialization is not explicitly regulated by Turkish legal and administrative norms; however, there exists an indirect regulation through concepts such as training, upgrading, and adaptation, which are addressed in the literature concerning bureaucratic socialization. Additional findings reveal that, although no regulations pertaining to informal socialization were identified, those concerning formal socialization focused on the adoption of constitutional ideals and the principles of Weberian bureaucracy by public officials. In Türkiye, characterized by sensitive ethnic and sectarian fault lines, the training of public officials who are impartial, rational, professional, and committed to constitutional principles will significantly enhance the sustainability of the unitary structure and social cohesion through the development and implementation of effective bureaucratic socialization practices.
